Is Costa Rica right for me?

I am a G.C. in Raleigh, NC. I am in the early stages of "considering" a move to Costa Rica or another C.A. country and seek info on the need and/or possibility of contracting there. I have more questions that can be conveyed here later. Thank you in advance for any and all reply(s).

Is Costa Rica right for me?
Here are some of those questions:
1. What is required to obtain a contractor's license in C.R?
2. I read it takes 12-18 months to complete a residential project there, why so long?
3. You mentioned a strong need for G.C.s in your area. Can you elaborate on this?
4. Is the construction labor force there bi-lingual?
5. What price point can be expected per sq. ft?
6. Are spec. homes a viable option? If so, is the construction loan process similar to here in the States?
7. You mentioned most lot buyers take upwards to three-five years before they actually build. Is this still the norm?
8. Are there opportunities to work on existing construction project there for someone with my background, etc?
9. I read somewhere that Architects and/or Engineers are utilized during construction more than here in the States. Is this b/c of lack of municipal inspection departments?
10. What is the availability of construction material in the area?
